Ex-Libris means Libary of, kaiser family our family, and the text on the wheels are Roman numberals 1-12 and on the other wheel, it's spells Alex Kaiser (I think) in the symbols of Greek alphabet, Alpha, Sigma, etc, (just took first letter from each symbol not sure if it's entirely right)
